Housing Consumer Education Center – October 2012 – Newsletter

Staff at the HCEC

We have been producing this newsletter for three years now and have been very neglectful in doing one of the most important things: introducing you to the staff of the Housing Consumer Education Center. The timing is probably good as we have just hired two new staff. We are small, but we pack an important wallop for the 41 communities across Northeastern Massachusetts, that we serve. Last fiscal year, we served over 7,500 households in Greater Lowell, Lawrence, Haverhill, North Shore and Cape Ann.

Our services range from providing assistance to households seeking housing, assistance with rental arrears, consumer counseling, benefits maximization, eviction prevention, Veterans Peer & Senior Peer Services, Representative Payee services, First Time Home Buyer classes, Home Modification Loans for Elderly and Disabled Homeowners and Foreclosure Prevention. In addition, we are partners in the Merrimack Valley Regional Network to End Homelessness, working across the Merrimack Valley region to better coordinate service delivery and reduce duplicity. Our staff have the capacity to serve a diverse population with staff who are fluent in Spanish, Khmer and Vietnamese.

Kristin Ross-Sitcawich, Director

In addition to being Director of Homelessness Prevention and Home Ownership programs at CTI, she is a regional coordinator for the Merrimack Valley Regional Network to End Homelessness. She also serves as a member of the Lowell School Committee. She is a Lowell Housing Authority commissioner and a member of the boards of directors at Lowell Community Health Center and Lowell Canal Waters.

Peter Clenott, Senior Housing Counselor

He has worked in the HCEC for six years. Previously, he worked at Action for Boston Community Development (ABCD) for fourteen years in the housing department working with families in shelter and for seven years he worked at Emmaus in Haverhill.

Roland Cartier

Our Veteran’s Peer Specialist. He served in the United States Navy in 1969-1973. He worked for 10 years with the Dept. of Veterans Affairs as Commander of AMVETS Post 1997. He has also worked with the Lowell Senior Network, Bridgewell, and Pathfinders.

Mary Donnelly

Mary joined CTI through a program with National Senior Network in 2011 after nearly 25 years in the private sector. She has served in both the Division of Energy and Community Resources at CTI and most recently with HCEC as a Senior Peer Specialist.

Cathy Dyl

Cathy has been the coordinator of Homebuyer Programs for 5 years. She conducts the CHAPA approved first time home buyer seminars in Essex and N. Middlesex Counties. She has been a volunteer for CTI for 15 years.

Kathy Muldoon

Formerly the Deputy Director at the Lowell Transitional Living Center, Kathy manages the Rep Payee program with a client load of 41. Previously, she worked in the City of Lowell Planning and Development as program manager of the Enterprise Community Initiative.

Sandra Sanchez

Sandra has worked in the human services field for two decades. She joins the HCEC as a housing counselor with bilingual skills. She last worked for Emmaus in Haverhill out of their family shelter.

Alan Trebat

Alan is the Home Modification Loan Program Coordinator. Formerly, he worked as the Foreclosure Prevention Counselor of the Cape and Islands Regional Network to End Homelessness. He has practiced real estate and business law for over 25 years.

Bopha Peou

Bopha is our newest staff member. She joins the HCEC as a housing counselor. In Santa Ana, California, she worked as a job coach for minor mentally challenged adults. She has also worked for the International Rescue Committee helping refugee families immigrating to the United States.
